むらづくりの理念
むらづくり事業部とは
“米づくり” を続けるには“むらづくり” が必要だと結論付けて始めた「むらづくり事業部」。
これはWakkaAgri 単体ではなく、地域の方々や事業者と連携して活動の渦を作っていく段階としての活動です。私たちは、外部の人に誇れるここ長谷のコンテンツは3 つあると考えました。それは「古民家」「農ある暮らし」「豊かな食生活」。これら3 つのコンテンツの特徴を活かしながら伸ばしていくような展開が必要だと思っています。
We concluded that village development is necessary to continue rice farming, and so we started the Village Development Division. This is not a WakkaAgri-only initiative, but rather a step towards creating a whirlpool of activities in collaboration with local people and businesses. We believe that there are three things about Hase that we can be proud of to outsiders: Traditional houses, Agricultural lifestyles, and Rich eating habits.
We believe that we need to develop these three things while taking advantage of their characteristics.
限界集落と向き合う方法
WakkaAgri には、この地域に「こどもたちの遊ぶ姿をもっと増やしたい」という思いがあります。中尾集落は仙丈岳の麓、三峰川と黒川に囲まれた段丘に点在しています。 縄文遺跡もあり、自然豊かなところです。伝統文化伝承施設・中尾座では、中尾歌舞伎の定期公演もあり地区外からも多くのファンが訪れます。また、正月のどんと焼き、中尾明神例祭、子安講などの行事もあり、歴史を感じさせる風情豊かなエリアです。
一方で、過疎エリアとしての課題も多く、世帯数は36、区民の人数は83 名（R5 年版伊那市地域創造課発行・地域の教科書より）。人口減少へと向かう局面ですが、日々、地域のおじいちゃん・おばあちゃんから「工夫と知恵を」授かっています。それら掛け替えのない知恵や技術は、祭りや行事、そして日々の「農のある暮らし」を通じて、長年育まれてきたのです。懐かしさを感じる三叉路や暮らしの工夫、「古民家」「豊かな食生活」が日常のなかに当たり前にある集落、このエリアにある価値を、あらゆる人に体験させることで、大きな社会課題への解決のヒントが見つかる、そのように考えています。
WakkaAgri's wish is to "increase the number of children playing" in this area. Nakao village is dotted on the terraces at the foot of Mt. Senjo, surrounded by the Mifune River and Kurokawa River. There are Jomon ruins and it is an area rich in nature. Nakaoza, a traditional culture facility, regularly holds Nakao Kabuki performances, attracting many fans from outside the area. In addition, there are events such as the New Year's Dontoyaki, the Nakao Myojin Shrine Annual Festival, and the Koyasu Ko, making it an area rich in history and atmosphere.
However,There are many issues with being a depopulated area, with 36 households and 83 residents. Although the population is declining, the area receives "ingenuity and wisdom" from local grandparents every day. This invaluable wisdom and skills have been nurtured for many years through festivals, events, and daily "Agricultural lifestyles." We believe that by allowing everyone to experience the value of this area, with its nostalgic three-way intersections, ingenuity in daily life, "Traditional houses" and "Rich eating habits" as part of everyday life, we can find clues to solving major social issues.
「棚田まつり」という、ひとつの可能性
伝統と新しいアイディアを融合させ、誰もが参加できる新しい形のお祭り“棚田まつり”を開催。立場や状況が異なる様々な人も、その日一日は無礼講で地域が一丸となる日。そんな特別な時間と空間を作り、「ワッショイ！ワッショイ！」という掛け声のように地域を盛り上げたい。背景にはそんな想いがあります。“棚田まつり”は、ただのお祭りではありません。地域で活躍する若者が主体となり、そして地域全体を巻き込み、過疎化という大きな課題に立ち向かうためのプロジェクトです。私たちは、歴史と伝統ある農業を支えながら、そこに新しい文化を注入することで、この地域に新たな風を吹き込むことを目指しています。
By fusing tradition with new ideas, we are holding a new type of festival called the "Tanada Matsuri" that anyone can participate in. On that day, people from all walks of life and situations come together as one, with no rules. We want to create a special time and space like that, and liven up the community like a shout of "Wassoi! Wasshoi!" That is the idea behind the event.
The "Tanada Matsuri" is not just a festival. It is a project led by young people active in the region, involving the entire region, to confront the major issue of depopulation. We aim to breathe new life into the region by supporting the history and tradition of agriculture while injecting new culture into it.
